BOTH Medicaid and Medicare are for people age 65+ or who have disabilities. (Medicaid is also for younger people too, but they have different eligibility rules not covered by this information sheet)
MEDICAID is limited to those with low income and minimal assets. Medicare has no income or asset limit, but requires that you or your spouse have a work history to qualify, with some exceptions.
